How to register as a self-employed worker in Uruguay, step by step

Working for yourself in Uruguay is increasingly common, but before you issue your first invoice you need to be properly registered. In this guide we go over the essential steps to register as a self-employed worker with the DGI (tax authority) and the BPS (social security bank).

1. Define your activity and regime

First define your activity accurately. If you provide personal services outside employment, Personal Services VAT and IRPF are usually the first rules to check. Monotributo and minimum VAT are separate regimes with their own eligibility conditions and should not be chosen based on revenue alone.

  • Monotributo: ideal for small-scale activities and sales to end consumers.
  • Minimum VAT (Literal E): for professional services with moderate income.
  • General regime: when you exceed certain annual billing thresholds.

2. Register with DGI

Registering with DGI assigns you a RUT number (Single Tax Registry), which is essential for invoicing. You can do it in person or, in many cases, start the process online with your digital identity.

3. Register with BPS

As an independent worker you also contribute to social security through BPS. This gives you access to health coverage, retirement, and other benefits. Registration must be done within the established deadlines to avoid penalties.
